This iPhone 5 works perfectly expect for the screen...the glass is obviously cracked...but what are the black circular splotches? Does that mean that the LCD also has to be replaced? Phone still responds to touch very well.

pip, without actually seeing the "black circular splotches" it does sound like you are having a bad LCD. Even so it still responds to the touch, I suggest the replacement of the front display assembly. Here is the guide for it, the part is available right here as well as many other places. This answer may of course change if you post some images of your LCD and the splotches. Hope this helps, good luck.
