Why did my page down button quit working?
Page down button presses normally, but doesn't move the page down. Page up button works fine.

Did you spill something into the keyboard?
First try blowing some can'ed air around the key to see if you have a crumb stopping its travel. If that doesn't work, with some distilled water (not tap water!) and a cotton swab (Q-Tip) try cleaning under the keycaps following this YouTube video Cleaning MBP keyboard. While the model in the vid is a newer one, the process is the same on yours.
If that doesn't do it you may want to live with it. If you really want it working you can replace the top case following this guide: IFIXIT Guide: MacBook Pro 15" Core 2 Duo Models A1226 and A1260 Keyboard Replacement
FYI - Apple doesn't service this model any more so your only option is finding an Apple authorized service center (still willing to work on these) or doing the repair your self
