System won't boot, need to retrieve photos

Have had my Nexus 7 2013 tablet for 3 weeks and it won't boot up. Get to the Google screen then freezes at the X. From researching on line the fix is to reset the tablet to factory specs and the new update will fix the problem. I just returned from a 2 week trip and all my photos and videos are on the tablet. I have tried plugging it in to the USB port but PC (Windows XP) doesnt' read it. Any advice on how I can retrieve my pics prior to wiping the tablet?

Options

You may be able to ADB transfer the files to your computer from the bootloader screen (hold power and volume down for 20 seconds).
