Do you still have the system CD's that came with your system? If you do you should have one that will allow you to boot your system. If you don't have your CD's do you have an external drive (FireWire) that you can boot up from? Try that as well.

From the sounds of it you likely have corrupted system files on your HD. This is the first sign of a disk that is failing. Once you get your system booted up with the CD or HD locate Disk Utility and run it on your systems HD hopefully you can recover it enough to back up any important files before reformatting or replacing the drive.

Try a safe (shift) boot. THen running DiskUtility-DFA:repair disk, repair permissions. If that doesn't work try booting from your repair disk and running DiskUtility-DFA:repair disk, repair permissions.

Seems you have a damaged OS or (worse case scenario) a damaged HD.

Booting from a different source and running Disk Utilities or AHT can help you find out which.
