You don't. USB port repair is not a DIY project. Soldering and repair of components on logic board requires special tools, solder & lots & lots of practice.

A service could repair the board. You could replace the entire logic board (an advanced DIY project). OR, as a work around you could put a USB port adaptor on the working port (however it should be a self-powered port {that's right needs to be plugged into a wall outlet} so you don't blow that one out)

While I do agree with Machead here. You could just have blown fuse link for the power services for that port. It might be working, just not offering power. Try connecting a powered hub to this bum port and then hook up your device to the hub does it work then? If so your fuse is blown and that can be fixed with a straight small solder iron and the needed fuse to replace it (if you have good fine dexterity skills & the needed tools). Otherwise its' best to let someone who does this for a living fix it. If that is not the problem its' time for a replacement logic board as the I/O chip is bad.
