lcd has vertical lines and goes in and out

I replaced the screen on my ipad mini. When I checked to see if everything was working, dark vertical lines showed up and the screen was come in and out. I want to say like every couple of seconds it would fade then come back (like a pulse). Does that mean I need to get and new LCD or did I miss something?
