Will a 240 volt meter read correctly if the voltage is 208 volts

What kind of meter are you talking about?
An analog meter (needle) is most accurate in the middle third of the scale.
As to AC Vs DC the type of digital meter might have a bearing on how accurate it measures. In most cases you want a true RMS meter for AC or fluctuating DC (if you are measuring the AC component).
A storage oscilloscope might offer a better measure again depending on what you are looking for.
