Purchased iPhone 4s in a auction, it will only turn on when connected to the charger. It work good the Wi-Fi is not connecting but the over all phone is working good.

There are alot of things that could be causing this problem. The most common problem would be that the battery connector has come loose and needs to be reconnected. Since you bought it at an auction its likely that someone has worked on it in the past and damaged any number of things in the phone. Especially since you have 2 components that are not functioning correctly.
Damaged components could range from a severed battery ribbon or damaged wifi antenna all the way to a damaged motherboard. Check the water indicators in the headphone jack and inside the dock connector, if they are red there is a chance water damage has rendered certain components, and possibly parts of the board useless.
At this point your going to have to open the phone and clamp an eyeball on the battery connector and the wifi antenna ribbon to accurately rule out whats good and whats bad.

Start off with the battery and may be the dock connector to see if your battery will charge and if the phone comes on. Use this guide to work on your battery. You can get a replacement right here. for your WiFi, take a look at the logic board, check your inductor as well, check for water damage.
