Cannot power on unless plugged in. Possible causes?

My sons iphone4 will not power on/up, unless charging cord is plugged in. Able to turn off without cord, but cord needed to turn on and use lock feature. Was told on another site it may be the power switch on top(end) of case? What are the possible cause(s) for this and is it repairable? Thanks.
