iPhone 4 only charges when "OFF" after digitizer/screen repair

Hello, I have seen similar posts but I have yet to find a clear resolution.

I replaced a cracked screen/digitizer and now my iPhone 4 (ATT) does not charge or sync to itunes with cable. It does charge when the phone is completely off, although there is no sign of it actively doing so (like a charging icon).

I have ensured that all connections are clean, tight. I have tried doing a hard reset -- no fix. I can't restore as ITunes is not recognizing it.

Should I replace the dock connector? Battery? I have read elsewhere that this may not solve the problem. I have also read that this may be a problem with the VCC controller.

Has anyone with the exact same issue been able to find a solution? Thanks.

Hit the start icon on windows and go to devices and printers and see if the phone is in unspecified if it is specifiy it.

Thanks, but I have a Mac and the computer does not recognize any device at all when plugged in.
