Why can;t my iPhone activate?

if i connect my iphone with itunes it always says that it couldn't activate right now.. please try again later.. every time.. what is wrong with my phone?? how can i activate it??

tried cleaning the dock, changing pc?

its on wifi.. i didn't change pc.. i had to restore the iOS software.. after downloading and installing itunes should activate the software.. that can't happend.. I always get the same meesage..
