When does it make this sound?

When do you hear this sound when you just start your system up? When you hit a key on the keyboard? When you insert a CD/DVD disk into the optical drive? If something else fully explain what and when.

Check settings for System Preferences->Date & Time: Clock->Announce the time. OR System Preferences->Sound->Play feedback when volume is changed. - Play user interface sound effects
