When I open settings it closes immidiately after, Why?
settings close soon as i open, Why?

Try this, press Home Button twice quickly. In the New Row of icons at the bottom of screen, press and hold on an icon until you get the Red Minus signs. Tap the Red Minus signs, especially the one for Settings App.

Try to do a backup and restore
Using your itunes account. It sounds like a software glich.
Also, try holding the home button & power button down until it goes off
Then turn back on. Thats a hard reset. That might do the trick.

had the same problem you must be jailbroken to fix it you have to use sbsettings i think or activation or cydia whichever is your choice and delete things that might've caused the error. i don't remeber exactly but it's something interfering that you downloaded in cydia. delete recent tweaks until it works.
