Not booting past a whitish screen

Found a Macbook in the dumpster, it doesn't boot past this white/grey screen with a little blue bar on top, it does play the boot chime. it has battery acid residue around the ram area.

Options

You could try using a known good HDD. You'll have to figure out what version of Mac OS came on the machine and then try to re-install that OS on the new HDD.
