MacBook Pro horizontal lines on display through Apple logo, won't boot

I am trying to fix a MacBook Pro 15" A1286 that suddenly started having the following problem: when powered on, there are immediately disjointed horizontal lines on the display. You can see the Apple logo and the spinning boot wheel, but the lines go through those as well. After the wheel spins, the screen turns blank white and it doesn't seem to finish booting. I can boot into target disk mode, and the lines still appear. I can't get it to boot into Apple Hardware Test. I'm thinking about taking a chance ordering a replacement part, but do you think it is the display or the graphics adapter (or something else) that is broken?

I've connected it to an external monitor (known to work) and there is no video output. Will the MacBook Pro output to the Mini Displayport connector even during bootup?

Connect to an external monitor if you see the same lines its the VGU (VGC) and only a logic board replacement will fix it - there's no DIY fix for a bad video processor.
