Radio failure? Error 23 when restoring

I have two iphone 3GS on my work bench I just can't get working.

I'm thinking it's a logic board failure but as I have two at once I wanted to run it by the masses.

Hardware wise they all seem ok - screens power on, backlights etc - they're stuck in a restore loop but whatever I do when trying to restore (DFU mode or standard) I get error 23.

Looking at the iphone updater logs the last few lines for both read:

2013-04-11 17:26:11.000 iTunes[7654:22b13]: radio-error-string = 'Communication failure'

2013-04-11 17:26:11.000 iTunes[7654:22b13]: fatal recovery mode radio error

2013-04-11 17:26:11.000 iTunes[7654:22e17]: iTunes: Restore error 23

To my recollection there's not a fix for this?

stek2009, Error 23 is a baseband/radio error. It occurs when an unlock / baseband flash fails. Check on here and see if that will help, otherwise you may have to replace (reball) the baseband/radio IC. Hope this helps, good luck.
