Follow these steps:
1) DON'S TURN IT ON!!!!
2) Put it to dry in a bag of uncooked rice for a day
3) try to turn it on
4) If it doesn't, replace the batter (unfortunately iFixit doesn't have any, but you can find many on amazon and ebay)
5) if that doesn't work, it's most likely the logic board, which is neither cost nor time-efficient to replace, you'd be better off buying a new iPod
