Half of display doesn't work

I fell into a stream and after letting my iPhone dry out, I started it and only the top 2/3 of the display works.

The bottom 1/3 doesn't react to touch. It does show the icons.

The TouchScreen is damaged. You have to replace the Complete Screen.
