Water damaged 2 iPhones, White Sceen on one No touch on other?

Hi all,

Both my Hubby and I dropped our iPhones in water. I'll describe his first:

iPhone 3G submerged in water for about two seconds, long enough to activate only the top water damage sticker. The phone was set aside and my hubby just bought a new one. After months the phone works but the screen is dark (unless I press on the upper right side of the screen) and the "tuch" function does not work. Is this phone fixable for under $250?

iPhone 3GS submerged in dirty toilet water and flushed!! ew. I ran warm water over it and submerged it in alcohol for ten seconds and tried the rice trick. Phone is dry and free of corrosion that I can see by taking it apart. The phone has the "white screen of death" but other than that it works. Rings, connects to iTones, has a daily alarm that goes off. What do I need to do to find out how to fix it? Is it fixable? Should I buy a new one?(I really want to avoid buying a new one a this is our third iPhone!)
