Try a hard reset by holding home and power for approx. 10 seconds. If you get no response from the new battery it either has serious issues or it is stuck in recovery. Check that you did not damage the battery connector on the logic board. If the phone worked with the new battery until it died and then did not charge I would suspect it to be a charging port issue.

I've had a few batteries that have not been dead but are just on the low side and then aren't able to charge, sometimes a kick start from a normal rectangular household battery (the one with both terminals on the top ?9v) connected to the iphone battery- terminal 1 &4 sorts it out. Do this with the battery out of the phone until you have a charge on the multimeter of 5.7 and it should then boot.

I'd also do a quick clean of your dock connector-sometimes there's a bit of fluff or paper on a pin stopping it charging.

If your phone works until the battery dies, or it won't charge then maybe you need to change the dock.
