A little more information might be needed to get a good idea of whats going on exactly.
Has it been dropped, broken, or repaired? I know a common mistake made in the digitizer replacement is the WiFi antenna being broken/damaged.
If not physical damage or work done to the unit. You may want to try doing a backup and then restore through iTunes, just to rule out any software issues. Also, make sure its up to date with the newest iOS.
