Why won't Fluorescent Light come on?

I have two small under cabinet fluorescent lights which are only a few years old and have not been used very much. I just replaced both bulbs and one unit works fine and the other unit will not turn on at all. I have switched bulbs to make sure it was not a bulb issue and also tested the outlet to make sure it was working properly and it is.

I have also taken it apart to see if there were any loose wires or connections and everything seems fine. Does anyone have any other thoughts as to what could be wrong? Any help would be appreciated. Thank you!

If it's not the tube - it's the "starter" it's either going or bad. FWIW the hardest thing on FL lights is turning them on and off. (When's the last time a light you were using suddenly quit - they always fail at start).

Thank you for your response. Is a starter easy to fix/replace and inexpensive enough or would it simply be better to just buy a whole new light?

All things are relative - only you know if you can find a compatible starter (you have the pice in front of you, you can search the part number) generally the wiring is simple (again you're looking at it). With the age of the device it might not be cost effective to DIY repair.
