Did I break the power supply case ground clip?

You might respond with, "shouldn't I know if I broke it or not?". You might be right, I failed to take a picture upon putting everything back together -- and was unable to find a clear enough picture online of the back/inside part of the case.

Right behind the power supply there's a bit of bracketing that is attached to the case (this would be the front infrared/led).

My remote works, the power led works but there was a broken piece of metal after I put the psu/motherboard back after a dual hdd install.

Note: There doesn't appear to be any issue with my mini, but I'm concerned if this is a significant part of the grounding. The power supply looks like it's completely cased in a plastic mold, so I don't know if it is a ground or just a friction pin.

A broken piece of metal = yes you broke it. . . only you can determine if that piece of metal shorted the logic board. A high power magnifier and a good light should show burn marks. AHT might be able to diagnose a problem.
