I have a mantle clock that will not chime

The clock is a German made clock that may be 100 years old. The clock runs well and keeps good time. The chime is Westminister and chimes on the quarter hour. The separate hour chime strikes on the hour.

The chime mechanism can be triggered with a straw and seems to function, but the clock part does not set the chime into operation.

I would like to make the clock chime as it should.

I recently purchased an old Seth Thomas mantle clock with the same problem. One accurately placed, tiny dose of WD-40 did the trick for me.
