How to call to someone by gsm network.
i cant call toanyone so i want to knoe how to call any one.

An iPad is not a phone {iPhone or other} per say. So you can't make a call directly. But, you can create a Voice over IP VOIP connection using Skype or Vonage (and many other VOIP solutions) using a hands free headset and some software to connect over your network connection (GSM or WiFi).
In either case you'll need a network provider connection of some sort to the internet. If you can't access the internet you won't be able to create a phone call over VOIP.
