This is a common problem with the iBook G3. To repair your iBook LCD lightning system you need to replace the reed switch board cable that is part of the inverter cable. The reed switch board manage the LCD sleep system and this small board is located to the right side of the display assembly. The second part of the sleep system is a small magnet glued to the iBook top case just over the optical drive. When you close the display the reed switch board enter in contact with the magnet and the iBook goes to sleep. Now, the power goes from the logic board to the reed switch board via two very small wires that enter in the right hinge. After a few years of friction from opening and closing the display these two small wires can cut in the hinge and interrupt the power flow to the reed switch board and to the inverter board causing a lightning issue since the backlight lamp receive no power. First symptom of the issue is a lightning interruption when moving the lid up and down. Finally, the screen still works but only when it is open at a specific angle. When this situation happens the inverter cable should be rapidly replaced cause there's a risk of damaging the logic board by an electric short in the hinge.
