First step I would try is to simply just clean the charging port with Isopropyll Alcohol using toothbrush and lint free cloth. See if fixed, if not then I would clean the home button flex connector at it's charging port connector with Isopropyll Alcohol.

Craig, your assistive touch suggestion works for me. I am able to access the screen again. Dissecting the entire phone to reach the home button for a repair is the only other option...one which I now will not pursue. Thanks.

what i would try is:-

-first of all i would take the phone apart, including the home button flex itself, if you are unsure how to do so

iPhone 4S Home Button Ribbon Cable Replacement

this link should help, my best advice would be take your time, follow it step by step

-then once i had taken everything apart, i would look on the board for any signs of liquid damage, missing ICs and broken contacts. liquid damage can look like either white/grey discolouration or just plain brown dirt,

- then i would try putting it back together, as it is, if no joy i would then replace the home button flex or a home button ribbon cable (there can be a few names for it)

- then if changing the iphone 4s home button flex did not work i would then try changing the charging block(also known as dock connector) itself where the home button "clicks" into

iPhone 4S Dock Connector

these are the steps i would take, let me know how you get on

The most common area I see in the iphone for the home button issue after liquid spills is the contact area between the back of the button and the midframe. I have had luck fixing this by dropping a few drops of alcohol on the home button and working the button up and down to allow the alcohol to seep in around the button and onto the contact area underneath. You can calibrate the home button by opening and of the stock apps that are preinstalled on the phone push power button to power off but do not slide to power off then hold home button down until the slide to power off goes away and your home button is calibrated. of course you can activate the on screen button in settings then general, accessibility scroll down to assistive touch, turn it on.
