Only charges when fully off

This iPhone I have only charges when its been powered down. When its turned on, it won't charge, and iTunes or the computer won't recognize it. I tried changing the charging port and that didn't work, battery seems fine, no sign of water damage. What could be wrong?

Hi,

Better to wash your bord with patrol first if same then check doc with metar the points are ok if not change doc u will be ok
