Is the fan designed to come on during startup?

I was given an old iBook. (It was destined for the dumpster) It does the "freeze after a couple of minutes" if you try to play a game or anything else video intensive. We've re-soldered the offending chip on the board, and checked everything else out. I don't have access to original software that came with the machine. With the back off, I can see the fan never moves at all. Not during start up, or use. Nothing. Should I just try to locate a replacement fan?

No the iBook G4 fan won't come at startup but should start when doing intensive jobs. You may download and install Fan Control to test the fan.

this computer is running 1.3, not 1.4, so I'm not sure if this will run but I'll try. I'm having trouble id'ing this machine. Its model 1055, but shows to have a 1.07 ghz with 1.25 gb ram. when looking for parts, it doesn't seem to fit anywhere?
