Touch screen not working?

I went digging through my purse in search for my iPod and when I went to charge it I realized that my touch screen was not working. There is no possible way that it is water damaged (might I add) I just want to know if I can fix it? I don't want to have to send it to Apple Inc. because my warranty is up. I have tried pressing the sleep button and home button at once, I have tried pressing simply the sleep button, I have rebooted the entire iPod itself and nothing changes besides its completely rebooted and the touch screen does NOT work. HELP?
