Water-damaged iPhone 4 - Dock vs. Battery

I have a water-damaged iPhone4. I disassembled it and the logic board appears fine. When plugged into the wall, it boots to the password screen and asks for Activation. If unplugged, it immediately turns off. It doesn't connect to the computer

Questions:

1. Is it likely that it is the battery or the dock connector?

2. Why am I being asked to Activate again? Is my data gone?

3. If I need a new dock connector and/or battery, what are some trustworthy vendors?

Thanks!

even so the logic board looks fine, I would definitely still clean it. After that, do replace the battery. One should never re-use a battery that may have had any water damage

Battery issue. It is asking to activate again because the logic board is not getting enough power to "pull up" your information. Most likely after placing a new battery in the device it will work properly and all of your data will still be there. I would just buy a battery from this site.
