No Power - No Green light on magsafe

Model is a macbook pro A1260. It will not power on with or with out the battery. Magsafe shows no green light. Its a friends' laptop. Before it died, he said it worked fine but with the power cord plugged in but the battery wouldnt charge. I am new to mac repairs, and do not know what to test. Is the logic board fried or will or is it just a left i/o replacement?
