I replaced my ipod touch's screen and digitizer because it was cracked. But now the touch screen is not working. It won't let me turn it off, or unlock it or anything touch wise.

Emily, double check or your work. Make sure that the cables are properly seated and properly connected. If that does not resolve this, it is possible that your digitizer is faulty. Contact the vendor to arrange for an exchange with a working one. Hope this helps, good luck.

Which cables should I check?
I most certainly would check the ones from the assembly. Follow this guide to double check your work.

Check the connection on the back of the board it is to the digitizer.

We are having the same problem. We have tried 3 different screens all with the same result. We have made sure the digitalizer cable is securely connected underneath the board. We are checking to see if there is any reset for the digitalizer like there is for the display.
