I have the same problem, my 2019 5k iMac with CPU and nvme SSD upgrade won't turn on but the fan is spinning and two led lights turned on too (please see attached image/s).
Anyone have an idea what does this mean? What did I miss?

Worse happened. One led is just working after undoing everything such as placing the original CPU and PCIE SSD.
