Phone won't charge, but USB port is able to transfer data to PC

Hi! I have an old Samsung Galaxy J7. Since about three years I've been charging it only thru the USB cable connected to my PC, as I was sharing Wi-Fi to my PC which gave me more stable connections than my wireless adapters.

About 6 months ago my PC started having PSU problems. There would be rare and sudden PC restarts over the course of a few months. It was getting worse, so one day I decided to stop using the PC to avoid damaging other hardware. Next day I used the phone all day and connected it to a normal charger when I came home at night. It charged so slowly. Only about 10% in 8 hours. It got worse that same day, to the point it won't charge at all. The phone was connected to the PC when all those restarts happened – maybe the PSU damaged something on the phone? I was then unable to keep testing, as the battery drained completely.

I tried different chargers, cables, and outlets; tried cleaning the port; but nothing. The phone says it's charging once you connect a cable, but it doesn't. Recently I bought a universal charger to charge the battery, since it's removable. The battery charges very slow on it, like 12 hours to reach 100%, but the phone works nice and the battery drains normally. I connect the phone to the PC (I have a brand-new PSU now) thru the USB port and it is able to transfer data! But it still won't charge at all. Zero. It will in fact keep draining normally, even with normal chargers. Any ideas?
