While loosing the arrow key does need to be fixed in its self it shouldn’t stop you with the startup keys. This sounds like a deeper issue here, did you leave the T2 secure boot feature enabled? [|About Startup Security Utility]

You will need to disable it and/or you have still deeper issues with the keyboard which will need to replace it [product|IF188-146-4]
