It can be fixed but will require someone with a surface-mount soldering station. A good repair house should be able to do it.
Did something happen to make these parts come loose?

+The orientation of the chip should be marked on the chip and the board. The other components will be hit and miss. I would definitely price out a replacement motherboard and compare it to a probable pricey repair.
