If the evaporator fan is not running either the fan motor is faulty, the fan is iced up or there is a problem between the control board and the fan. It won’t turn when a door is open, so either press the door switch in the freezer door jamb to simulate that the door is closed and watch the fan operate or mark the fan blade with a marker close the door wait a minute and then check if the blade has moved position in relation to where it was before.
If you have an Ohmmeter you can test the fan motor for electrical continuity. Be sure to disconnect the power from the fridge before doing this.
