This is by far the best set of responses to the problem of the Galaxy Tab 4 (SM-T530NU) getting stuck on the boot screen.
 
First try Power + Vol Down
 
Then tryIf that doesn’t work, go with Power + Menu + Power Up ) hold until the recovery menu appears and then re-boot from scratch (all data will be lost)

If none of that works, reflash, but if you’re in the US, do NOT use the recovery files from SAMMOBILE. It will make your Tab into a Nook. (A working Nook, but a Nook nonetheless.)

If you want OEM OS, get it from XDA at

That’s Android 4.4. Then if you want 5.0.2, simply go to Setup/General/Software Updates/Update Now and you’ll get updated OTA without having to lose data.
