You may have to press an ear to the fridge to hear it. You can make it stop and start by opening a door (fan stops) and closing it (fan starts). The fan will be running if the compressor motor is running.
If you can't hear the fan and the compressor is running you need to remove the panel in the freezer section to gain access to the evaporator fan to check if it is working or if it is iced over. Also check the amount of ice covering the evaporator unit. A small amount is normal as it will be removed during the auto defrost mode.
If the fan is iced over you may have a auto defrost problem or a fan motor problem or both.
If you can hear the fan OK then you may have a damper problem, a thermistor problem or a control board problem all can affect the temp in the fridge section.
