Can I go back to iOS 6

Loaned it out, and the borrower upgraded from iOS 6 to 9.3.5. I run Snow Leopard on my home MacPro, and the iPad no longer shows up when I plug it in using USB. My question is, is downgrading the iOS a solution? Sorry, but I am an iPad newbie so plz bear with me.
