OK, I think you have either a bad battery or the charging logic is damaged.
 
Lets open the system following this IFIXIT guide and disconnecting the battery: [https://www.ifixit.com/Guide/MacBook+Pro+13-Inch+Unibody+Mid+2012+Battery+Replacement/10365|MacBook Pro 13" Unibody Mid 2012 Battery Replacement] Stop at Step 4. Now Plug in the MagSafe adapter are you able to start up the system?
