It's possible to install iOS on a new empty Nand Flash memory?

I bought an iPhone 6 from ebay, iCloud locked, and I was thinking about a thing.
 
If i buy an empty 64GB Flash chip, and i remove the old chip (iCloud locked), can I put iOS on this new empty chip?

know that the flash memory in each iPhone is uniquely encrypted by its CPU using AES256, but with a used cpu, and an empty memory chip, this wouldn't be a problem..
