It's very likely that it's related to the transmission or the drive belt, not the tires.

Here's some more info:

* Check the clutch/brake travel. Are you sure you don't have the parking brake set when you are checking belt tension?
* Do you have the little finger thingy sticking out of the rear plate that allows you to push by hand. Is that out or in?
* It's possible that the pivot for the tensioner has rusted up, if it's been sitting. Getting under and eyeballing it should tell you.
