I have a 2010 macbook pro 13". Same issue.

I believe the sensors that effect this "crippling effect" are the brass pins on springs, scattered throughout the motherboard.

1.remove bottom plate of the laptop

2. lift the bottom 1/2 of the laptop from the underside (place fingers near battery/hd)((be sure not to touch any of the brass pins)) power

no fans? wifi works? it's suddenly as fast as it should be and you wonder why you've wasted so much time on this?

# Agreed

working on a solution / workaround as this method is less than ideal for daily computing
