What's wrong with my fridge?

My 1 year old GE Refrigerator Model  GFE27GSDESS seems to have lost power a few times recently because I believe it was tripping the breaker....and now the fridge part won't cool below 53 degrees even though the freezer did eventually get back down to 0 degrees.

I can here the motor cycling for a minute or two then seems to shut down and then start up again in a few minutes.  seems like it's stuck in a cycle.
