I Recently had this with an iPad 3, it turned out to be the rear camera that was causing this error and draining the battery, after replacing the rear camera, its all working again, as Steve iPhones said above, its best to disconnect all flex cables and you will find it will most likely boot up, make sure your battery reads at least 3.6V or it will not boot.
