Hey I fix phone for pretty much everyone in my area and I have been running into this problem A LOT with my vendors who sell me complete front assembly(they are about $25 bucks) Out of the last twenty I have tried half were !!$%!# up like you describe. In some cases the #3 ribbon cable doesn't seat correctly but it sounds like you have cheap china crap to me. Unfortunately nothing is made well anymore. Ask your vendor for a replacement.
