Answer to: Will not power off.
After your iPod Touch battery has completely drained, try putting it in DFU mode and doing a complete system restore (which is different than simply restoring the factory settings). 1. Hold down POWER button and the HOME button for 10 seconds. 2. Keep holding down the HOME button, but let go of the POWER button. 3. After a few seconds of holding down the HOME button, plug the USB cable into the computer (one end should already be plugged in to either the computer or iPod, before you do this). 4. The iPod should appear in iTunes with a message saying that the iPod is in Recovery mode. Click the 'Restore' button on the Summary tab of the iPod settings. Then, follow the onscreen instructions.
