I currently have a Powerbook G4 and have been looking at upgrading but the only reason would be for the new processor. Is there a way to upgrade, or utilize some of the new software made for the Intel Core 2 Duo processor without having to buy a new computer?

I'm sorry, but as far as we know it is not possible to put a newer Core 2 Duo MacBook or MacBook Pro Logic Board into a PowerBook G4. It would probably be more cost effective to buy a refurbished MacBook or MacBook Pro than to spend the time and money to put a Core 2 Duo logic board in a PowerBook G4.
